The Netherlands and Germany have therefore set themselves ambitious goals to expand offshore wind energy: as early as 2030, Germany and the Netherlands want to reach a capacity of 30 and 22.2 Gigawatts, respectively. Energy from offshore wind farms in the European powerhouse North Sea will play a crucial role. TenneT guarantees that this energy will reach the mainland – and in the most environmentally friendly way possible. That is why we have developed the 2GW program with a unique transnational approach. And thus increase the pace and efficiency of the energy transition.

Department TOS (Telecom, OSS & Security)
TOS (part of Grid Field Operations Netherlands (GFO-N)) is responsible for the national telecom network, both onshore and offshore. Due to its specialized scope, many functions and activities fall under my team’s remit. These include telecom specialists centrally located at the Telecom NOC and decentralized telecom specialists at the station locations. My team also has its own service desk, contract and stakeholder management, and administrative functions. Furthermore, due to the unique nature of the Giganet telecom project, the project organization for this project has also been incorporated into my team.

Role
As an OT security subject matter expert, you will be part of the Integrated Security team of the unit Grid Field Operations Netherlands. This team consists of two Information Security Officers, two Subject Matter Experts for the physical security perspective and (including yourself) two Subject Matter Experts for the operational technology (OT) security perspective. The Grid Field Operations Netherlands unit covers the maintenance of the Dutch onshore high voltage substations, as well as brown field building projects. The main security objective is to assure the continuity of the energy supply.

Your activities will be

• Taking inventory of the current Telecom central resources
• Setting up a yard-stick based on IEC 62443 for the components in the current OT Wide Area Network and digital substations, to be used in running and future OT security assessments
• Assessing the current OT Wide Area Network and digital substations against this yard-stick
• Define vulnerability and penetration tests to be executed by external parties
• Periodic analysis of OT security incidents for patterns and other points of interest

As part of the team you will also contribute to

• Defining and updating security risks within the OT perspective in our risk management tool
• The gap analysis related to new legislation
• Bringing the newly introduced Information Security Management System up to speed
• Awareness initiatives, supporting content from the OT perspective

Conditions

• At entry, TenneT performs a Pre-Employment Screening
• IMPORTANT: An AIVD screening is obligated! The candidate can possibly start with limited access during the AIVD process
• Duty station for this position is Arnhem (two days a week). On a weekly base the candidate has to visit 2 or 3 (average) site locations in the Netherlands. On average it will be 500km a week. Please calculate this in the all-in rate
• Temporary position due to the leave of an internal employee
• Based on the internal developments, the assignment can be extended
• A freelancer is not an option for this position
• A candidate who is looking for a direct contract in the future (in Dutch: detavast) is preferable
• Interviews will take place after 05-01-2026. Candidates will be reviewed by the hiring manager during the coming two weeks

Additional information

• Suppliers must be aware of the laws and regulations regarding employment conditions and Tennet’s Collective Labour Agreement. This assignment is placed in scale 8
• We would like to receive the personal motivation of the candidate and CV in Dutch or English

Screening

• Pre-employment screening: If the candidate is selected to start, a pre-employment screening will be executed. We will send you the required documents to be filled in and returned as soon as possible. Your candidate is only allowed to start after the pre-employment screening has been completed successfully. The VOG Application is part of the screening. The VOG must be received before the candidate could start
• All submitted candidates must be in possession of a valid Passport or ID card, which must be taken along to the interview and at the start of the assignment

• Important, the candidate has to be available throughout the entire duration of the assignment

Eisen voor de opdracht Security Specialist -TOS

• Afgeronde bacheloropleiding in een relevante richting (industriële automatisering, IT en/of security gerelateerd)
• Aantoonbare ervaring met het opzetten van security controls en het uitvoeren van assessments in een industriële context
• Aantoonbare ervaring met netwerkbeveiliging
• Organisatiesensitiviteit aantonen in het werk
• Teamspeler, communicatief vaardig en zelfstartend
• AIVD-B screening is verplicht voor deze functie; kandidaten (of hun partner) die minder dan 8 jaar binnen de EU wonen, dienen hiermee rekening te houden
• Pre-employment screening is verplicht; de kandidaat mag pas starten na succesvolle afronding hiervan. De VOG-aanvraag maakt deel uit van deze screening en moet ontvangen zijn vóór de start
• Kandidaat moet in het bezit zijn van een geldig paspoort of ID-kaart en deze meenemen naar het interview en bij de start van de opdracht
• Kandidaat moet beschikbaar zijn gedurende de gehele looptijd van de opdracht
• Standplaats is Arnhem (twee dagen per week); daarnaast wekelijks 2 à 3 locatiebezoeken in Nederland (gemiddeld 500 km per week)
• Freelancers zijn niet toegestaan voor deze functie
